PRIVACY POLICY

Premier Fingerprinting Plus LLC (“PFP,” “we,” “us,” or “our”)

Introduction

Premier Fingerprinting Plus LLC is committed to protecting the privacy and security of your information. This Privacy Policy explains how we collect, use, disclose, and safeguard information when you use our fingerprinting and related services at our locations in Washington, including hosted partner locations.

By using our services, you consent to the practices described below.

  

Information We Collect

Personal Information

When you schedule or receive services, we may collect:

  • Full legal name; date of birth; Social Security number (where required);      current/prior addresses; phone; email
  • Government-issued ID details
  • Payment information (processed by our payment processor CardPointe; we do not store full card numbers)

Biometric Information

  • Fingerprints (digital and/or printed FD-258 cards) captured during your appointment
  • Fingerprint image/quality data and related submission files

Purpose-Related Information

Depending on your request, we may collect:

  • Employment or volunteer screening details
  • Licensing/permit information
  • Immigration/naturalization or adoption/foster application details
  • Firearms/eForms-related information (e.g., .EFT for ATF)
  • Other data required by the receiving agency or organization

  

How We Use Your Information

Primary Purposes

  • Background check processing: Submit fingerprints and required data to authorized recipients (e.g., FBI, ATF, FDLE, state agencies) for criminal history record checks or other lawful purposes you request.
  • Service  delivery: Perform live-scan capture, FD-258 print-to-card, .EFT creation, FDLE submissions, apostille facilitation for FBI reports (when requested), and optional short-term archiving if you explicitly      elect it.
  • Appointment management & communications: Schedule, confirm, remind, and update  you about appointments and service status.
  • Payment processing: Process payments for services rendered.
  • Recordkeeping & compliance: Maintain records as required by law and our policies.

Legal Authority (overview)

Information collection and use for fingerprint-based checks is authorized under, for example: 28 U.S.C. § 534; the Privacy Act of 1974 (5 U.S.C. § 552a); 28 C.F.R. § 50.12; and applicable state statutes adopted pursuant to Pub. L. 92-544, plus related federal/state regulations and executive orders.

  

FBI Privacy Act Statement (Summary)

  • Authority:  Collection of fingerprints and associated information is generally  authorized under 28 U.S.C. § 534, with supplemental federal/state  authorities.
  • Voluntary Submission: Providing fingerprints is voluntary; failure to do so may affect your application for employment, licensing, clearance, or other purposes.
  • Principal Purpose: Your fingerprints and associated information may be provided to the responsible agency and/or the FBI for comparison against civil, criminal, or latent repositories.
  • FBI Retention: The FBI may retain your fingerprints and associated      information in the NGI system; while retained, they may be compared      against other submissions.
  • Routine Uses: Disclosures may occur as permitted by the Privacy Act and applicable Routine Uses (e.g., to employing/licensing agencies or law  enforcement) consistent with law.

  

How We Share Your Information

Authorized Disclosures

We may share your fingerprints and personal information with:

  • Federal agencies/recipients: e.g., FBI, ATF, USCIS, U.S. Department of State(for apostille on FBI reports), and other authorized recipients tied to your request.
  • State agencies/recipients: e.g., FDLE and other state entities identified in your application.
  • Requesting organizations: your employer/prospective employer, licensing boards, educational institutions, adoption/volunteer organizations, or other recipients you authorize.
  • Third-party service providers: secure scheduling, payment processing, email/SMS, hosting/analytics, and third-party enrollment networks/FBI channelers used to fulfill your request. These providers may process data on our behalf and are contractually restricted to permitted purposes.

Legal Requirements

We may disclose information to comply with law, regulation, legal process, or government requests; to enforce our terms; or to protect rights, privacy, safety, or property.

  

Data Security

We implement administrative, technical, and physical safeguards appropriate to the sensitivity of the data, including:

  • Encrypted transmission to authorized recipients when supported;
  • Access  controls and least-privilege practices;
  • Secure  storage for physical/digital records;
  • Procedures intended to align with relevant FBI CJIS security expectations where applicable; and
  • Periodic reviews of controls.

No method of transmission or storage is 100% secure. We strive to protect your information but cannot guarantee absolute security.

  

Data Retention

PFP Retention

  • Appointment/service records: retained as needed for business, tax, and legal compliance.
  • Fingerprint images/.EFT files under PFP control: retained no longer than necessary to ensure successful submission/reconciliation and for      quality assurance (typically up to 30–90 days), then securely      deleted/destroyed.
  • Optional archival (only if elected): retained for the stated period in your consent (e.g., up to 5 years) or until you withdraw consent, then deleted.
  • Payment records: retained per financial recordkeeping requirements.

FBI Retention

The FBI may retain fingerprints and associated information in NGI. While retained, your information may be compared against other records submitted to or held by NGI.

  

Your Rights

Access & Copies

  • You may request information about the personal data we hold about you.
  • To obtain your FBI Identity History Summary, visit:
    • https://www.fbi.gov/services/cjis/identity-history-summary-checks
    • https://www.edo.cjis.gov

Challenge/Correction of FBI Records

If you believe your FBI criminal history record is inaccurate or incomplete, you may:

  1. Contact the contributing agency (state Identification Bureau or original arresting agency/court);
  2. Challenge electronically via https://www.edo.cjis.gov (follow “Challenging Your Identity History Summary”); or
  3. Submit in writing to:
        FBI CJIS Division, Attn: Criminal History Analysis Team 1,
        1000 Custer Hollow Road, Clarksburg, WV 26306.

Correction with PFP

You may request correction of inaccurate personal information we maintain and provide reasonable supporting documentation.

Notice of PII Concerns

If you believe your PII has been compromised in connection with an FBI criminal history record, you may contact the FBI CJIS Division at (304) 625-2000 or the address above.

  

Cookies and Online Tracking

Our website may use cookies or similar technologies to:

  • Maintain session state during booking;
  • Remember preferences;

Our services are not directed to individuals under 18 without parent/guardian consent. We do not knowingly collect information from minors without appropriate authorization. Fingerprinting for minors requires parent/guardian consent and presence.

  

California Privacy Rights (Notice)

If you are a California resident, state law (e.g., CCPA/CPRA) may provide rights such as access, deletion, and information about disclosures. We do not sell personal information. To submit a request, contact us using the details below. We will verify requests as required by law and will not discriminate for exercising rights.

PFP operates locations in Washington, including hosted partner sites operating under PFP standards. Current locations and hours are posted on our website.

  

Changes to This Privacy Policy

We may update this Policy from time to time. Changes take effect upon posting to our website, indicated by the “Last Updated” date. If we make material changes to how we use your fingerprints or personal information, we will provide additional notice (e.g., prominent website notice, email to registered users where applicable, and/or posted notice at service locations).
